With a gift for making complex tax topics approachable and enjoyable, she has become a trusted resource for clients and professionals alike.

A prominent fixture in the region since the 1980s, Linda built her reputation through regular appearances on local television and radio, including national exposure on C-SPAN. She remains a sought-after speaker and instructor for real estate offices and professional organizations throughout the area.

Nancy Lao, CPA

Nancy is a seasoned accounting professional with expertise in taxation and financial analysis. Over a 25-year career spanning government, for-profit, and nonprofit organizations, she has built a track record of delivering results across a broad range of industries. A CPA since 1997, Nancy holds dual bachelor's degrees in Accounting and Economics from the University of Maryland.

As a proud member of the Maryland Society of Accountants, Nancy stays at the forefront of evolving tax law, compliance standards, and regulatory requirements. She specializes in helping individuals and small business owners navigate tax planning and compliance — delivering accurate, timely results every time.

Stephen Bradford, ea, mba

Stephen holds an MBA from Pepperdine University and a Master of Science in Taxation from San Jose State University. Before entering private practice, he served as a Revenue Agent with the IRS, honed his expertise at Ernst & Young, and led tax departments for several high-tech companies in Silicon Valley.

That breadth of experience gives Stephen a uniquely well-rounded perspective, with a strong command of IRS procedures, corporate and individual taxation, and international tax matters — including compliance for foreign bank accounts and foreign entities. His expertise extends to S-corporations, C-corporations, and partnerships, navigating the nuances of each with confidence.

Yolanda Chan, EA

Yolanda was born in Hong Kong and moved to the United States with her family at the age of two. Growing up, she developed her work ethic and love of business helping at her parents' Chinese restaurants — contributing in just about every way imaginable (except in the kitchen!).

Yolanda earned her Bachelor of Science in Business Information Systems from the University of Maryland, College Park in 1989. Before joining Tax-Masters, she spent thirteen years with a major oil company in the Washington, D.C. area, building a strong foundation in business and finance. As an Enrolled Agent, she has been a trusted member of our team for over fifteen years, guiding clients through their annual tax filings with expertise, patience, and care.

Jay ChHabra, CPA, ea

Born in India and raised across two continents — first in Auckland, New Zealand, then in the Washington, D.C. area — Jay brings a uniquely global perspective to his work. He earned his Bachelor of Science in Accounting from the Robert H. Smith School of Business at the University of Maryland in 2010.

Before joining Tax-Masters, Jay gained broad experience at CPA firms, nonprofits, and property management companies throughout the D.C. area. He specializes in tax preparation and planning for small businesses, real estate agents, and investors. He also serves as co-head of our Crypto department. Outside the office, you'll find him on the tennis court, on the slopes, or planning his next warm-weather escape.

Fidel Carreon

Born in Manila, Philippines, Fidel immigrated to the United States with his family at the age of eleven.

He brings over sixteen years of experience in engineering and management, complemented by fifteen years in tax accounting. His background as a principal systems engineer at Raytheon gives him a sharp, analytical approach to tax and financial planning — rooted in the belief that wealth accumulation begins with seizing every legally available deduction. Fidel holds an MBA and Graduate Certificate in Investments from Johns Hopkins' Carey Business School, an M.S. in Systems Engineering from Virginia Tech, and a B.S. in Aerospace Engineering from the University of Maryland.

 

Sophie LeCam-Camilien

Sophie LeCam-Camilien was born in France and brings more than 20 years of progressive experience in managerial accounting across private, public, and not-for-profit organizations. She served as Director of Grants Compliance & Administration at the Center on Budget and Policy Priorities. She holds a Bachelor of Science in Accounting and has spent 15 of those years in supervisory roles, developing expertise in budgeting, financial reporting, forecasting, and financial analysis.

A native French speaker, Sophie combines her international perspective with a thorough command of U.S. accounting standards, making her a valuable resource for organizations navigating complex financial environments.

Andres Medina, EA

Andres was born in Peru and moved to the United States with his family at the age of fifteen. He began his career in medical administration, where a growing passion for accounting inspired him to make a change. He returned to school and earned his degree in Accounting from the Robert H. Smith School of Business at the University of Maryland in 2018, demonstrating the same determination and work ethic he brings to his clients every day. He went on to become an Enrolled Agent in 2022.

A fluent Spanish speaker, Andres is a valued resource for our Spanish-speaking clients throughout the year, ensuring they receive the same high level of service and attention as every member of our client family. Outside the office, he stays active on the volleyball court several times a week and spends his off-season traveling back to Peru to reconnect with family and friends.

Preston R Hall, EA

A true Washington, D.C. native, Preston Hall has been part of the Tax-Masters family for practically his entire life. After graduating from the University of Maryland, he joined the Air Force and spent six years traveling the world, proudly serving during Operation Enduring Freedom. Following his military career, he obtained his real estate license and relocated to Dubai, where he built a successful career in commercial real estate.

Since returning to the U.S. in 2009, Preston has channeled his real estate knowledge and international experience into helping Tax-Masters' self-employed clients uncover every available deduction, while also overseeing the day-to-day operations of the firm.

 

Teresa Jarzynski

Teresa returned to the D.C. area in 2012 after many years of the high life in New York City, where she first pursued an acting career following her B.F.A. in Theatre from NYU in 1989. Her creative journey then took her to Florence, Italy, where she earned a B.S. in Studio Art in 2012. With two fine arts degrees and a flair for the dramatic, she brings a refreshingly unique energy to her role as Tax-Masters' Office Coordinator — yes, she's the one reminding you to make your appointment.

But Teresa's favorite role at Tax-Masters is undoubtedly that of artist-in-residence. She is the creative talent behind all the artwork featured in our calendars for the last decade. Click on Teresa's photo to explore more of her work, or stop by her Kensington studio for a visit!

JiaShieu Ouyang, CPA

Ms. OuYang has been a CPA since 1994. She graduated summa cum laude from Virginia Polytechnic Institute and State University with a bachelor degree in accounting.

Prior to joining Tax-Masters, Inc, Ms. OuYang was an auditor for KPMG for five years. She managed staff auditors and performed financial statement audits for numerous federal government agencies as well as private companies. Ms. OuYang joined Tax-Masters, Inc in 2004. She is experienced in individual, corporate, partnership, and trust tax preparation. After her son Timothy was born in December 2006, she transitioned from being a consultant to a quality control specialist. Her reviews provide our clients with the assurance that a top rate CPA has evaluated their tax returns.

Zhia Shepardson, ESQ

Zhia is Tax-Master’s go-to legal resource. She is Of Counsel to the law firm of Rismiller Law Group, LLC and practices in the areas of Family Law, Estate Planning and Business Planning. Zhia is also an adjunct law professor at Stevenson University.

Zhia obtained her Juris Doctorate from the University of Baltimore School of Law in 2004 and is licensed to practice law in both Maryland (2004) and the District of Columbia (2006). Zhia has been named one of the Top 10 Family Attorneys in Maryland Under 40 by the National Academy of Family Law Attorneys (2014), one of the Top 40 Litigators in Maryland by The National Trial Lawyers, (2014), and as a Rising Star/Super Lawyer (2010-2017).
